Weapons of Slowing have a chance to slow down any enemies that they strike. The effect halves the attack and movement speeds (by doubling the attack and movement delays in the Monsters table). This slowing cancels any hasted condition, as well as slowing and does not stack beyond the one half slowing.
Additional enchantment increase the slowing duration and activation percentages. Selecting the weapon in the inventory screen will show the current percentages as well as what they would be after an enchantment.
